FROM CRISIS TO REVIVAL: BSEK’S FIGHT TO RECLAIM ITS CREDIBILITY

KARACHI — The Board of Secondary Education, Karachi (BSEK), the largest examination board of its kind in Sindh with nearly five hundred thousand students enrolled each session, has completed a sweeping institutional recovery following a period of overlapping crises that had threatened to paralyze the annual matriculation exam cycle.

The turnaround was led by Mr. Musharraf Ali Rajput, Regular Chairman of the Sindh Board of Technical Education (SBTE), who was handed additional charge of BSEK at the height of the crisis.

Multiple Failures, One Breaking Point

The trouble began when BSEK’s admit card generation system failed after its servers went down, forcing the postponement of SSC examinations. The disruption left more than four hundred thousand students and their families without clarity on when exams would resume.

The fallout extended beyond the technical failure. Allegations of corruption in center fixation surfaced publicly, intensifying scrutiny of the Board’s internal processes. Under mounting pressure, the then-Chairman resigned, and the Board’s IT Head and Assistant Director Software were dismissed from their positions.

The combination of a system outage, an exam postponement affecting hundreds of thousands of students, corruption allegations, and a leadership vacuum left BSEK facing what officials familiar with the matter described as one of the most serious institutional crises in its recent history.

New Leadership, Immediate Mandate

Mr. Rajput’s appointment came with a clear and time-bound mandate: announce the SSC-II results without further delay, operationalize the Board’s E-Marking system, rebuild an IT infrastructure that had largely broken down, and restore coordination among BSEK’s internal departments.

The timeline was complicated further by the Eid and Muharram holidays, which fell within the recovery window and reduced the number of working days available to address the backlog.

According to accounts of the process, Mr. Rajput held direct meetings with every section of the Board in the early days of his tenure, pledging full support to staff. In a notable move, he re-appointed the previously dismissed IT personnel, extending his confidence in them to help rebuild a stronger, more experienced IT team — one now working alongside him to prioritize the most urgent fixes first.

Results Delivered Under Pressure

The Board’s recovery effort produced measurable results within weeks. New servers were procured to replace the failed infrastructure. A pilot run of the E-Marking system was carried out successfully, described by those involved as a critical proof of concept ahead of wider rollout.

BSEK announced its first post-crisis result in under a month. Days later, it followed with what the Board has characterized as the largest and most transparent SSC-II result in its history. E-Markers were trained in parallel to support the system’s continued use in future exam cycles.

The same leadership also oversaw the announcement of the Sindh Board of Technical Education’s result during the same period, extending the recovery beyond BSEK alone.

Recognition Alongside Recovery

Alongside the technical and administrative fixes, the Board introduced measures aimed at staff and student morale. Students who achieved distinction in their examinations were awarded cash prizes, while assessors and teachers involved in the process were formally recognized for their contribution.

Sources within the Board noted that Mr. Rajput was present in person throughout the holiday period, dividing his time between BSEK in the mornings and SBTE in the evenings alongside the teams carrying out the work.

Next Phase Already in Preparation

BSEK has confirmed that preparations are complete for the next stage of its E-Marking rollout, which will extend assessment of all SSC-I Science subjects through the system. The Board says the move reflects a shift toward embedding the reforms introduced during the crisis into its standard operating procedures, rather than treating them as a one-time response.
